- The Message: Because they cannot easily get in contact with Gotham's elusive vigilante, Lady Shiva intercepts Hub City's protector, The Question (Vic Sage). She commands him to deliver a meeting location directly to the Dark Knight. Vic successfully relays the coordinates via the Batcomputer, prompting a curious Batman to investigate.
- The Penguin & Ra's al Ghul: Running parallel to this meeting is a more sinister plot. The Penguin(Oswald Cobblepot)—depicted here as a much deadlier, less gimmicky threat than his classic iterations—has uncovered a massive conspiracy. He trades this intelligence to Ra's al Ghul. Because Ra's is unable to personally venture into Gotham City, he dispatches his daughter, Talia al Ghul, to act as his proxy and manage the situation on the ground.
- The Meeting: The issue culminates in a high-stakes convergence where Batman arrives at the meeting place, coming face-to-face with the legendary O-Sensei and Lady Shiva for the very first time.
