  • Present Day Action: The comic opens with Wally West as the Flash, having to find and dispose of a bomb planted in the Central City airport by terrorists. He successfully throws the bomb into the sky before it detonates, saving the lives of everyone inside.
  • A Visit with Grandpa: After the incident, a hungry Wally stops at a nearby food court and runs into his grandfather, Ira West. Wally has been avoiding him because Ira reminds him of his presumed-dead Aunt Iris. The conversation sparks a long flashback to the summer Wally was ten years old.
  • Flashback to Youth: The flashback recounts Wally's exciting summer in Central City with his Aunt Iris, a news reporter. He idolizes the Flash. In a key moment, he actually saves the Flash's life during a diamond exchange robbery by opening a fire hydrant that blasts a criminal who was about to shoot a downed Barry Allen.
  • The Origin of Kid Flash: Later, Iris introduces Wally to her fiancé, the "boring" police scientist Barry Allen. Barry, realizing the boy is a huge fan, later brings him to his lab and offers to introduce him to the Flash. In a fateful turn of events mirroring Barry's own origin, a lightning bolt strikes a wall of chemicals and sends them splashing onto Wally, granting him super-speed powers.
  • Creative Team: This landmark issue was written by Mark Waid, beginning his celebrated run on the title, with art by Greg LaRocque and inks by Jose Marzan Jr.. 

This issue is considered a milestone as it revitalized the character of Wally West and established the emotional depth and connection to the legacy of the Flash that defined Mark Waid's entire run.
