Forever Evil #2 (2013), titled "The Strongest Will Fall," expands on the Crime Syndicate's swift takeover of the world while the remaining villains begin to pick sides and attempt to survive. 

Story Synopsis

The issue details the immediate aftermath of the Crime Syndicate's arrival and the disappearance of the Justice League. 

• Global Chaos: With the Justice League gone, the Crime Syndicate of Earth-3 broadcasts their message to the world: "The Strongest Will Inherit the Earth." This triggers widespread chaos and a breakdown of society.
• The Injustice League Forms (Unofficially): The world’s villains are forced to choose between joining the Crime Syndicate's "Secret Society" or resisting the invasion.
• Lex Luthor, the self-proclaimed greatest villain on Earth, refuses to serve a foreign power. He begins his campaign of resistance by tracking down and recruiting other powerful, independent villains.
• Black Manta is shown in pursuit of the captured Aquaman's trident, establishing his own goal amidst the chaos.
• Captain Cold is freed from prison by Lex Luthor as part of his early recruitment efforts.
• Ultraman's Reign: Ultraman begins his domination by creating a perpetual solar eclipse, blotting out the sun and turning the world dark to increase his own power, as he is weakened by direct sunlight.
• Batman and Catwoman Survive: Batman and Catwoman are shown making their way through the desolate landscape of Gotham, having survived the initial attack and planning their next move.
• The Cliffhanger: The issue ends with the revelation of the Crime Syndicate's powerful and loyal minion, a twisted version of Martian Manhunter named Deathstorm, who is experimenting on a captured hero as part of the Syndicate's grand plan.
