Punisher/Captain America: Blood and Glory # 3, published in December 1992, is the conclusion of the three-part prestige-format miniseries. Titled "The Final Solution," the issue resolves the conflict between the two heroes and their pursuit of the corrupt officials behind a "drugs-for-guns" conspiracy.

Following the near-fatal shooting of Captain America in the previous issue, the truth about the manipulation by the DIA (Defense Intelligence Agency) and the corrupt Angela Stone is finally revealed.

  • The Alliance: After the Punisher realizes he was tricked into shooting Steve Rogers (who survived the sniper shot due to his armored suit and quick reflexes), the two soldiers form an uneasy alliance.
  • The Infiltration: Cap and the Punisher launch a coordinated assault on the "Medallion" base, the hub of the illegal arms-running operation.
  • The Conflict of Ideals: The story highlights the clash between their methods: Captain America attempts to bring the conspirators to justice through the law, while the Punisher intends to execute them.
  • The Resolution: The conspiracy is dismantled, and the main antagonist, General "Viper" (not the HYDRA villain), is confronted. The series ends with a mutual, if begrudging, respect between the two as they return to their separate ways of handling justice.
