Secret Empire # 1, published by Marvel Comics in May 2017, is the core debut of a 10-part crossover event where Captain America is revealed as a high-ranking agent of Hydra. The story explores a world where Hydra successfully takes over the United States, forcing the remaining Marvel heroes to form an underground resistance. 

Plot Overview 

Following the events of Avengers: Standoff!, the sentient Cosmic Cube known as Kobik rewrote Steve Rogers' memories, making him believe he has been a Hydra sleeper agent since World War II. 

• The Takeover: Utilizing his role as head of S.H.I.E.L.D., Rogers traps major cosmic heroes behind a planetary defense shield and strands New York City's street-level heroes in a Darkforce-enclosed Manhattan.
• A New Status Quo: Hydra quickly reshapes American society, enforcing Inhuman registration and burning history books to fit their vision.
• The Resistance: Heroes like Black Widow, Hawkeye, and the Tony Stark A.I. form "The Underground" at a hidden base called The Mount.
• Major Incidents: The issue concludes with the shock execution of Rick Jones by a firing squad on Rogers' orders and the destruction of Las Vegas by Hydra Helicarriers to demoralize the resistance.
