Ultimate War # 1 2003 NM-

Ultimate War # 1, published by Marvel Comics in February 2003 (with an on-sale date of January 8, 2003), is the first issue of a four-issue limited series and the debut of the Ultimate War crossover event. This series serves as the definitive confrontation between the Ultimate X-Men and the Ultimates (the Ultimate Universe's version of the Avengers). 

"Ultimate War (Part 1)" 

The storyline directly follows a crucial event where Cyclops's brother, Havok (Alex Summers), is critically injured during an anti-mutant riot that turns violent. The X-Men believe Havok was hurt due to inaction or deliberate negligence by S.H.I.E.L.D. and the Ultimates. 

• The Ultimates' Mission: Nick Fury and the Ultimates are dealing with the public relations nightmare caused by recent mutant activity and the public's growing fear.
• Wolverine's Defiance: The issue builds tension as the X-Men decide to take matters into their own hands. Wolverine, disillusioned with Professor Xavier's pacifist approach, publicly declares that the X-Men should be fighting the "Maker's Council" (a group of powerful figures secretly ruling the world, a concept from later retcons, but in the 2003 context, it was the government/S.H.I.E.L.D.) and other human oppressors head-on.
• The Attack: Wolverine leads a surprise, coordinated attack on the Triskelion (S.H.I.E.L.D./Ultimates Headquarters), capturing a key member of the Ultimates team, which officially triggers the all-out war between the two superhero groups.
