The story transitions from the high-octane action of the previous arc into a "horror-tinged" detective noir mystery. 

• Victor Fries Jr. / Mr. Freeze: The Absolute Universe version of Victor Fries is introduced as a brilliant young scientist at a company called V-Tech. Unlike traditional portrayals, this version is tied to a mysterious biological project and exhibits a monstrous, blue-skinned physical transformation.
• The Ark M Project: Bruce Wayne investigates a secret black-site prison project called Ark M, which is hinted to have deep connections to the mysterious Joker.
• Matches Malone: This version of Matches Malone is a distinct character—a "street tough" friend from Bruce’s childhood—rather than just an undercover alias. He dies early in the issue from a horrific biological attack, sparking Bruce's investigation
