Story Synopsis: "The Drowning: Prologue - After the Deluge!" 

The issue sets a new status quo for Aquaman, portraying him as the sovereign of a major world power (Atlantis) who is trying to integrate his kingdom into the global community. 

  • Dual Identity: The core theme is Arthur Curry's struggle to find a true home in either the surface world or the sea. He is King of Atlantis and a member of the Justice League, yet viewed with suspicion and misunderstanding by the public.
  • Diplomacy and Conflict: Aquaman and his fiancée, Mera, establish an Atlantean embassy on land in Amnesty Bay, Massachusetts, as a goodwill gesture.
  • The Deluge: The issue introduces an Atlantean terrorist group called the Deluge, who oppose Aquaman's peaceful intentions with the surface world. Aquaman quickly defeats them, though no one witnesses his heroic act, playing into the public's perception issues.
  • Black Manta's Return: The villainous Black Manta makes a bloody return, secretly orchestrating events and watching from the shadows, eager to destroy everything Aquaman loves.
  • Cliffhanger: The issue ends with Black Manta attacking the embassy, setting up a brutal confrontation with Aquaman in the subsequent Aquaman #1 main series issue.
