Issue Synopsis 

• Vandal Savage's Move: Now serving as the Commissioner of the GCPD, Vandal Savage initiates a "smear campaign" to frame Batman as a cop killer, declaring "open season" on the Bat-Family.
• Family Dynamics: Bruce Wayne attempts to balance his vigilante life with parenting. He has a tense, full-contact sparring session with Damian Wayne and visits a recovering Tim Drake in the hospital.
• The Riddler's Return: Edward Nygma breaks into the Wayne Experimental Sciences Building to steal the Crown of Storms, a device he believes will stop the constant "noise" in his head.
• Dr. Annika Zeller: The issue introduces a mysterious neuroscientist whose experimental brain-balancing technology becomes a central plot point for both Batman and his villains
