Captain America # 400 released in May 1992, is an 80-page "Anniversary Spectacular" that serves as Part 15 of the "Operation: Galactic Storm" crossover event.
"Murder by Decree!"
Set during the Kree-Shi'ar War, the main story finds Captain America stranded on the Kree homeworld, Hala, after being left behind by his fellow Avengers to pursue a devastating Nega-Bomb.
- The Trial: Cap is brought before the Supreme Intelligence, who subjects him to a psychological and physical gauntlet.
- The Illusionary Battle: He is forced to fight six of his deadliest foes: Red Skull, Crossbones, Viper, King Cobra, Batroc the Leaper, and Flag-Smasher.
- Batroc’s Honor: In a key moment, the Batroc illusion assists Cap, as his "sense of honor" won't allow Cap to be defeated unfairly.
- The Trap: Cap eventually realizes these enemies are constructs of the Supreme Intelligence, who intended to absorb Cap’s essence into his collective mind. Cap’s indomitable will and "desire for freedom" make him unsuitable for assimilation, leading the Supreme Intelligence to cast him out.
- "Out in the Cold": While Cap is off-world, Falcon and U.S. Agent join forces in the Arctic to rescue D-Man (Dennis Dunphy), who had long been presumed dead, from Flag-Smasher and his ULTIMATUM forces.
- "Crossing Back": This story provides a detailed origin for Diamondback (Rachel Leighton), exploring her early life in Manhattan and her complicated past with Crossbones.
- Gatefold Cover: The issue features a wraparound foldout cover showcasing legendary Captain America artwork and a 30th Anniversary Spider-Man logo.
- Flip-Book: The back half of the comic is a flip-book containing a full reprint of Avengers #4 (1964), the historic issue where Captain America joined the Avengers after being found in the ice.
