(2013) is the first issue of a four-part miniseries that sees Steve Rogers investigating the crash of a top-secret orbital research station, a mission that ties into a mystery from his World War II days involving a decorated Russian officer named Volkov. The story merges Cold War espionage with a sci-fi, alien threat.

The narrative in the first issue jumps between three distinct time periods to establish the mystery:

  • World War II (1945): The story opens in the Alps, where Captain America and his American squad assist a Russian platoon, led by Sergeant Volkov, in a battle against a Nazi bunker. The bunker contains a mysterious item or person both sides desire. This initial, tense encounter sets up the long history between Cap and Volkov.
  • The Space Race (1968): The story jumps forward to show an older Volkov as a Soviet cosmonaut preparing for a lunar mission. This provides context for his later disappearance.
  • Present Day (2013): A top-secret orbital research station is suddenly pulled from the sky by an unknown alien force and crashes in the remote Siberian wilderness. Captain America is deployed on a solo mission to the crash site to investigate and find survivors, working alongside Sharon Carter and a Russian military presence.

The core conflict in the present revolves around the mystery of what caused the crash and how it connects to Volkov, who disappeared decades ago on his mission. Steve finds himself caught between global superpowers while facing an alien entity that has survived the crash and is awake in the icy wilderness.
