Civil War # 1 (July 2015) is a tie-in mini-series to Marvel's "Secret Wars" event, which is set in a domain of the patchwork planet Battleworld called "The Warzone" where the original Civil War conflict never ended. In this alternate reality, the United States has been split into two warring nations, "The Iron" (East) led by President Tony Stark and "The Blue" (West) led by General Steve Rogers. 

The comic explores a universe six years after the Stamford Incident and the ensuing Civil War, which has become a non-stop, ongoing conflict. The story for this issue, written by Charles Soule, focuses on a last-ditch attempt at peace: 

  • The Peace Summit: A neutral mediator, Miriam Sharpe (whose son was killed in the original Stamford disaster), orchestrates a peace conference between President Stark and General Rogers on a bridge in "The Divide," a chasm created by the destruction of the Negative Zone prison.
  • Negotiations and Tensions: Stark's side (including She-Hulk) seeks a land grant from the Blue due to overpopulation, while Rogers' side (including Peter Parker and his family) needs a steady food supply. The meeting quickly devolves into bitter arguments, as old animosities and mistrust resurface.
  • Truce Broken: A sniper's bullet suddenly pierces the window, fatally striking Miriam Sharpe.
  • Renewed Conflict: Steve Rogers determines the shot was meant for him and that Tony must know who fired it. The truce is broken, and both leaders part ways, setting the stage for renewed, intense warfare between their two nations.
