Civil War # 2 2015 published on August 5, 2015, is the second chapter of a five-issue Secret Wars tie-in series written by Charles Soule with art by Leinil Francis Yu. This series explores a "What If?" scenario where the original 2006 superhero conflict never ended, leading to a permanent divide in the United States. 

Following the failed peace conference and the assassination of mediator Miriam Sharpe in the previous issue, tensions reach a breaking point between the two warring nations: The Iron (led by Tony Stark) and The Blue (led by Steve Rogers). 

• The Iron's Provocation: Tony Stark sends a surveillance drone into The Blue to find the sniper. It is intercepted and destroyed by Storm, who returns the wreckage to Steve Rogers via a "cannonball" message that reads, "Next time, it’s a Hulk!".
• Project Bellcurve: In The Blue, Steve Rogers oversees the development of a top-secret weapon by Beast (Hank McCoy) intended to strip superhumans of their powers. However, the device requires rare resources located only within The Iron's territory.
• Undercover Mission: Tony Stark discovers a "mystery agent" might be playing both sides against each other and dispatches She-Hulk on a covert mission into The Blue to investigate.
• Character Evolution: The story highlights how years of war have hardened both leaders. Tony’s "Iron" is a technological utopia, while Steve's "Blue" is a mountain refuge based on basic individual rights.
