Civil War: War Crimes # 1 2007 VF

Civil War: War Crimes # 1 (2007) is a one-shot comic focusing on Tony Stark's controversial deal with the incarcerated Kingpin, Wilson Fisk, to gain intelligence on Captain America's anti-registration underground during the superhero Civil War. The issue reveals Fisk's manipulative plot to use the situation to consolidate his power in the criminal underworld. 

The story explores the morally grey actions taken by the pro-registration side during the event.

• The Deal: From his cell at Rykers Island prison, Wilson Fisk proposes a deal to Tony Stark: in exchange for a reduced sentence, he will use his extensive underworld connections to provide intelligence on the location and activities of Captain America's Secret Avengers and other unregistered heroes.
• Stark's Compromise: Desperate to end the conflict and capture the resistance, Iron Man (Tony Stark), acting as the head of S.H.I.E.L.D., reluctantly agrees to the Kingpin's terms, compromising his own moral standards in the process.
• Underworld Power Play: The criminal community views the Kingpin's deal as a sign of weakness. The mob boss Hammerhead attempts to seize the opportunity to move in on Fisk's operations and take over New York City's underworld.
• The Manipulation: It is revealed that Fisk is playing a deeper game, using the "Civil War" as a cover to eliminate his rivals. He feeds Stark information that leads to the capture of several anti-registration heroes, such as Cloak and Dagger. Simultaneously, he orchestrates events that result in a gang war, leading to the death of Hammerhead and securing his position as the undisputed Kingpin of Crime, while also manipulating Stark and S.H.I.E.L.D..
