• The Conflict: While Frank tries to stay low, a vicious entity using the name Cosmic Ghost Rider is leaving a trail of bodies across the galaxy.
• The Mystery: The issue centers on a "whodunnit" plot—Frank is troubled by vivid dreams of hunting sinners, leading to questions of whether he is transforming into the Rider without his knowledge or if there is a copycat roaming the universe.
• Encounters: A mercenary named Kral Dravitt confronts Frank about past sins against the Sakaarans, though Frank is unsure if these are his actions or someone else's. 

Backup Story: "Cosmic Ghost Stories"

The issue includes a secondary story illustrated by Jonas Scharf. 

• Purpose: This serves as a primer for the character's complex history, recounting Frank's journey from being the Punisher to becoming a Spirit of Vengeance, a herald of Galactus, and a servant of Thanos.
