The issue picks up after the events of Day of Vengeance and Infinite Crisis, during which the Spectre entity was without a human host and running rampant across the DC Universe.
- Crispus Allen's Predicament: The story follows the disembodied spirit of Gotham City Police Detective Crispus Allen, who was murdered in cold blood by a corrupt fellow officer, Jim Corrigan (not the original Spectre host). Allen is forced to wander Gotham as a ghost, invisible to the living, and unable to interact with the world.
- The Offer: The unfettered Spirit of Vengeance (Aztar) approaches Allen's spirit and offers him the opportunity to bond with it and become its new host.
- The Reluctant Host: Allen initially refuses the "holy mission," wishing to remain separate from the entity. The Spectre gives him a year to decide. During this time, a frustrated Allen witnesses crimes going unpunished and even discovers Batman's secret identity but can do nothing to intervene.
- Acceptance: As the year ends and a serial killer sacrifices a victim he could not save, Allen reluctantly accepts the offer. The Spectre bonds with him, and Crispus Allen officially becomes the new Spectre, albeit a conflicted one.
