Storyline Overview: "Power Play"
The first issue establishes a world struggling under Superman's new, totalitarian rule and sets the stage for a new front in the war: outer space.
- Superman's Consolidation of Power: One year after the Joker's attack and the start of his regime, Superman has established a brutal global peace, backed by an army of the mind-controlled "pill-users".
- Batman's Retreat: Batman's resistance movement is fractured and in hiding. Most of the heroes who opposed Superman are either dead, in prison, or on the run.
- The New Opposition: The focus shifts to Black Canary and Commissioner Gordon, who form the core human resistance. Gordon, a former skeptic of Superman's methods, witnesses firsthand the Regime's brutality when he's forced to follow their orders.
- The Cosmic Intervention: The issue ends with the arrival of the Green Lantern Corps on Earth. Led by Ganthet and Kilowog, they come to confront Superman and demand he release the Lantern ring he took from the deceased Hal Jordan (who became a Yellow Lantern in Year One), setting up a universal conflict.
