Justice League Quarterly #1 (1990) is a 72-page anthology-style issue that officially introduces The Conglomerate, a corporate-sponsored superhero team led by Booster Gold. This launch issue explores themes of corporate ethics and the shifting loyalties of former Justice League members during the iconic Justice League International era. 

Plot Summary: "Corporate Maneuvers (And Leveraged Buyouts)"

After quitting the Justice League due to a lack of respect, Booster Gold joins a new team managed by Claire Montgomery (Maxwell Lord's ex-wife). 

• The New Team: The Conglomerate includes Booster Gold, Gypsy, Maxi-Man, Praxis, Echo, Vapor, and Reverb.
• Corporate Sponsorship: Unlike the U.N.-backed Justice League, this team is funded by major corporations like LexCorp, Stagg Industries, and Ferris Aircraft.
• Conflict of Interest: Tensions arise when the Justice League (including Blue Beetle, Guy Gardner, and Martian Manhunter) becomes suspicious of the Conglomerate's "staged" heroics and corporate puppeteering, particularly in the Central American country of San Sebor.
• The Resolution: Despite corporate interference and the tragic death of characters caught in a chemical accident, Booster and Blue Beetle eventually reconcile, and the two teams agree to coexist.
