Magneto Rex # 1, published in May 1999, details Magneto's arrival in Genosha to assume his new role as the nation's sovereign ruler amidst a raging civil war between the human Magistrates and the oppressed mutates. 

The issue, titled "Ascendance," begins with the controversial United Nations decision to cede control of the island nation of Genosha to Magneto following the events of the "Magneto War" storyline. The world reaction is mixed, with figures like Captain America and Black Panther expressing concern. 

  • Arrival in Genosha: Magneto arrives in the war-torn capital, where he is immediately attacked by Magistrate forces who reject his rule. He is saved by a mutate who leads him to meet the current Genoshan leadership.
  • Forming a Cabinet: Magneto begins forming a new governing cabinet, incorporating various Genoshan nationals, including the human advocates Philip Moreau and Jenny Ransome, as well as the manipulative Fabian Cortez, in an attempt to stabilize the country, though he trusts none of them.
  • Quicksilver's Capture: Elsewhere, Magneto's son, Quicksilver (Pietro Maximoff), learns of his father's new position and travels to the island to confront him. He is quickly captured by a rebel mutate leader named Zealot, who plans to use Quicksilver as a sacrifice to instigate a full-scale war against Magneto's regime.
  • Rogue's Intervention: Rogue also arrives on the island, hoping to reason with her former paramour and talk him out of his tyrannical path. She discovers Quicksilver's peril and Zealot's plot. 

The issue sets the stage for a power struggle, both politically and physically, as Magneto attempts to carve out a mutant homeland while facing internal rebellion and external scrutiny from the world powers.
