Suicide Squad: Rebirth # 1 (2016) is a one-shot comic that serves as the official launch of the DC Rebirth era for the team, establishing the new status quo and introducing Captain Rick Flag as the team's field leader. 

The issue sets up the context for the new team under the oversight of Amanda Waller.

• Presidential Mandate: The story opens with Amanda Waller meeting President Barack Obama, who expresses his intention to shut down Task Force X due to its controversial, unsupervised nature.
• Recruiting Flag: To save the program, Waller proposes a "missing element": Captain Rick Flag, a highly decorated but imprisoned military commander. Waller visits Flag in Guantanamo Bay and appeals to his sense of morality and leadership, convincing him to lead the team and keep the volatile members in line.
• The Mission: Concurrently, a three-person team consisting of Harley Quinn, Deadshot, and Captain Boomerang is on a mission in Mongolia to retrieve a meta-gene bomb. They succeed in acquiring the bomb through brutal methods—Boomerang severs a scientist's hands to get the case, and Deadshot kills the scientist to prevent the bomb from being remade.
• New Command: The issue concludes with Flag accepting the offer and giving the order to wrap up the mission, officially taking command of the Suicide Squad.
