The story shifts from Midvale to the bottled city of Kandor, which is currently in a state of civil war. 

• A Defeated Hero: Following a brutal encounter with the rebel leader Black Flame, Supergirl is left "broken and without her powers".
• Cybernetic Transformation: To survive and continue her mission, Kara seeks help from the Science Council, who provide her with a radical mech suit. This "Cyborg Supergirl" design acts as a recovery suit similar to Superman's black suit after his death.
• The Conflict: As the Kandorian youth revolt against the Science Council, the Council reveals a secret weapon: a powerful clone designed to crush the rebellion.
• Team Thunder: The issue marks the debut of Team Thunder, a new group or plan introduced by the Council to restore order.
