Following the chronological reset of Zero Hour, this issue establishes a new status quo for the Titans. 

• A New Mission: Under the oversight of the government’s Sarge Steel, Arsenal assembles a fresh team for their first field mission—rescuing hostages from the high-tech terrorist group led by the mysterious Crimelord.
• Internal Strife: The issue highlights growing tension within the ranks, particularly with Changeling (Beast Boy), who is depicted as increasingly violent and irritable following his demonic possession by Raven.
• The New Roster: The team is a blend of veteran members and new generational imports, including Arsenal, Changeling, Impulse (Bart Allen), Damage (Grant Emerson), Mirage, and Terra.
• Subplots: The narrative also seeds future conflicts, including a mysterious entity in space targeting Green Lantern and a political assassination carried out by Crimelord's followers.
